Title 1
The purpose of Title I, Part A is to help ensure that all children meet challenging state academic standards, regardless of economic status. Title I is the government's attempt to provide all children with the opportunity to receive a fair, equitable, and high-quality education, and to close the achievement gap.
ESSA divides Title I into five parts:
- Improving Basic Programs Operated by Local Education Agencies (LEAs)
- State Assessment Grants
- Education of Migrant Children
- Prevention & Intervention Programs for Children and Youth Who are Neglected, Delinquent, or At-Risk
- Flexibility for Equitable Per-Pupil Funding
Title I Parent & Family Engagement Policy
School Year: 2025–2026
1. Purpose and Collaborative Development
- This policy has been jointly developed and agreed upon by Hartman Middle School staff, teachers, and parents/guardians of Title I students, ensuring it reflects shared goals for student learning and family involvement in accordance with ESSA Section 1116 and TEA guidelines.
- It will be distributed to all Title I families in accessible formats and languages, ensuring comprehension and inclusivity.
2. Annual Title I Meeting
- We will host an Annual Title I Meetings, where we:
- Explain the school’s Title I participation.
- Share parents’ rights concerning Title I involvement.
- Offer the meeting at multiple times and days to accommodate varied schedules, per TEA reminders.
3. Ongoing Engagement Opportunities
- Organized activities include:
- Workshops on state standards, assessments, and strategies for monitoring student progress.
- Resources and training—digital and in-person options—that support parents in boosting their children’s academic success.
- Ample opportunities for parents to participate in planning, implementing, and evaluating PFE activities throughout the year.
4. Capacity Building
- We will provide:
- Professional development for staff on culturally responsive, linguistically appropriate family engagement strategies.
- Sessions to help parents understand academic content and advocacy, strengthening their role as partners in education.
5. Supportive Environment & Community Networking
- Strategies to foster family engagement and community connections include:
- Creating safe, respectful spaces for families to learn from and support each other.
- Leveraging partnerships with businesses, community organizations, health providers, and faith-based agencies to support families.
- Offering referrals and culturally relevant supports tailored to family needs, including language access.
6. School–Parent Compact
- Hartman Middle School, families, and students will jointly develop a School–Parent Compact that outlines shared responsibilities to support student learning and positive home–school communication.
7. Evaluation & Continuous Improvement
- Our evaluation practices include:
- Conducting an annual evaluation with parents, assessing the effectiveness of PFE efforts and areas for improvement.
- Regularly collecting feedback after every engagement activity and using it to refine practices.
- Monitoring engagement data, including participation of diverse populations, to identify gaps and guide enhancements.
8. Compliance Documentation
- To demonstrate Title I compliance, Hartman will maintain:
- Records of all events: invitations, agendas, minutes, sign-in sheets.
- Documentation showing dissemination of the PFE policy and compact, including evidence of translation when needed.
- Details on how Title I PFE funds (e.g., 1 % set-aside) were allocated in collaboration with parents.
9. Accessibility & Transparency
- All communications will be provided in languages and formats that families can understand, considering literacy and accessibility needs.
- Families will be informed of their right to request teacher and paraprofessional qualifications as required.
10. Policy Review and Updates
- This policy will be reviewed annually and updated based on:
- Feedback from families, students, and staff.
- Outcomes from the year’s evaluation process.
- Any changes in federal or state Title I requirements.
School–Parent Compact
School Year: 2025–2026
Hartman Middle School, parents/guardians, and students share the responsibility for promoting student achievement and success. This compact outlines how we will work together to support student learning and maintain strong communication between home and school.
School Responsibilities
Hartman Middle School will:

Provide high-quality instruction aligned to state standards in a safe, supportive, and respectful learning environment.

Communicate academic progress and expectations clearly and regularly through progress reports, report cards, parent–teacher conferences, and digital platforms.

Offer Title I parent workshops, resources, and training to help families support learning at home.

Maintain open two-way communication with families through phone calls, emails, newsletters, and the school website.

Ensure equal access to programs and resources, including translations and accommodations as needed.
Parent/Guardian Responsibilities
Parents and guardians will:

Ensure students attend school on time every day and are prepared to learn.

Monitor homework, assignments, and online learning requirements (e.g., Boost, Zearn) and encourage good study habits.

Participate in parent–teacher conferences, school events, and Title I activities to stay informed about their child’s education.

Communicate regularly with teachers and staff about academic or behavioral concerns.

Support school policies, rules, and expectations that promote a positive and safe school climate.
Communication and Partnership

Meetings & Conferences – Parents/guardians can request meetings with teachers or administrators at mutually convenient times.

Progress Updates – Families will receive regular updates on academic performance, attendance, and behavior.

Title I Involvement – Parents are encouraged to help plan, review, and improve Title I programs, the PFE Policy, and this Compact.
